Due to the fact that Tokyo had already been firebombed to a litteral hell on earth (And other cities with it, though, to a lesser extend) the warning is rendered completely meaningless because the Japanese would read and hear these warnings and think something along the lines of “Well no shit, you been bombing us for years now”.
